2:05 p.m. - 2:45 p.m.

Frank Varela-Kisner, Deputy Director of Consumer Education, ILLINOIS DEPARTMENT OF INSURANCE

This session will look at the progress Illinois is making in implementing a state health insurance exchange. Leading this session will be a representative from the Illinois Department of Insurance. This session has broad significance when the three models for setting up exchanges are taken into consideration: a State Run Exchange, The Federal Exchange, and a State Federal Partnership Exchange. It may very well turn out that the Partnership Model is the most common type utilized. This session will also look at the role of licensed insurance agents and navigators.

States planning to operate either a state-based exchange or a state-federal partnership exchange are required to submit an exchange blueprint consisting of a declaration letter signed by the Governor and an application to HHS by November 16, 2012, making this December 4th session very timely for insurance agents and brokers.
